Hi Chris, if you have a courage of 3, you should on average pass it, but there is actually quite a high likelihood you will fail. Over the course of the game, this will matter. That is just the midline courage, many evil formations only get courage 2. Then of course, spells can lower this further. So the results of the failed tests can be chipping away at your army. I do agree that it often seems to 'soft' here, but I have witnessed army morale just fall apart in a turn: two units disordered and unable to act, and suddenly that part of the line is just a big victim for the enemy - once you are on that slide it is difficult to get off. Epic Heroes can even become trapped an lost this way.
Of course, some lists (Gondor, Elves) can ignore this, for all practical purposes. Other armies can at least get courage 5 heroes to lead lowlier units - and evil does get some inspiring leaders. However, unless there is redundancy (which is what Gondor and Elves effectively build in), these hero boosts can be targeted and often eliminated or at least mitigated.
