Hmm interesting riddle, I guess this is about the Ring, as it did consume Isildur and Smeagol and almost Bilbo and Frodo. It was 'consumed' by the River Anduin when Isildur lost it at the ambush of the Gladden Fields.

Close, but he founded Lothlorien, not their chief city, and yes he got chopped into lots of little pieces at the Battle of Dagorlad. Look at the question again :wink:

I think your question is misleading as 'Lothlorien' is a place that was 'named' and not built.
In response to Gaarew, you state 'Chief City', which is 'Caras Galadhon'.
Some state the following....
Caras Galadhon was constructed by 'Amroth', who drowned in the Bay of Belfalas when he thought he saw his beloved at the quays by diving from his ship.
However...

Lothlorien was the wood they lived in, the elves that started to live there were called the Teleri, who were reluctant to cross the White Mountains and remained to live there.

Okay maybe I shouldn't have chosen Elves, never have been my strong point. I didn't write 'chief', because Tolkien (to my knowledge) doesn't name any other city in Lothlorien. The only one I know is Caras Galadhon.
