I could not agree more. In my opinion Lurtz is the single biggest letdown in the game. I'm guessing GW wrote his rules prior to watching the film because he is very weak compared to how he is in the movie. In the game Aragorn will quite happily behead the Uruk in one turn, provided Lurtz hasn't already been shot to pieces by any ranger buddies that Aragorn has with him.
Fortunately his rules in War of the Ring are pretty impressive.
