I found an old fifedoms PDF, it looks like something from an old white dwarf. It includes profiles for fifedoms like pelagrir and lebanin. Did GW make a lot of these?

Yes I think they did. I remember seeing something that at least had conversion suggestion set out in it but I'm pretty sure they had stat lines for them too.

Assuming I'm thinking of the same Feifdoms article (and I think there was only ever one), it's WD 300.

The article gives conversion ideas, a warrior unit, and in some cases a hero unit for several feifdoms, some of which were released officially later. If memory serves, you get:
Clansmen of Lamedon
Archers of Blackroot Vale
Soldiers of Pinnath Gelin
Men-at-arms of Dol Amroth
Wardens of Ringlo Vale
Axmen of Lossarnach
Maybe one or two more?

That's right, also Hunters of Anfalas! Just took a look at that article, it's one of the better ones that GW put out for LOTR back in the day.
