Certainly. The Cave Drake is 75 points cheaper than the Dragon's Baseline stats. And all you have to give up is 1 Fight, Wound, and attack. Also there is the -2 Might, Fate. So the Dragon has all that going for it, but then you come to special rules and movement.
The Cave Drake and Dragon both have Draconic Charge (and resistant, terror) but its better with the Drake as its movement is greater so less chance of being charged before you can charge it in.
The Dragon does have Harbinger but that's more than off-set by Survival instinct. There's nothing worse IMO than your 250+ point model fleeing the field after taking a (relatively) lucky strike and obviously the Drake doesn't have this HUGE weakness.
The CD also has Cornered beast, which is a great ability, as well as swift and lithe as well as my favorite, Gaping Maw, which isn't limited to its number of uses per game (like breath fire).
Sure a Dragon becomes even more formidable with upgrades, but with this simply increases the amount you are investing into a model with a fairly good chance to flee. I've actually only killed a Dragon once, every other time I simply forced it to flee. Especially with my Harad forces as I just save the Golden King to force him to flee, well worth spending the 110 points to make you flee after 1 wound lol.
