Can Sauron cast Chill Soul on a model he is engaged with?

The spell description includes the text:

"This power may be cast on a model engaged in close combat."

I know normally a model cannot use a magical power if they are engaged, but I find the wording in this spell strange. The phrasing close combat seems to imply that it applies to a model the caster is engaged with.

Also, most spells can already target models engaged in combat with other models, so why this spell includes this text at all further confuses things.

I would not read the wording to indicate that Sauron can cast the spell while he is engaged in combat only that he may cast it on a model already engaged in combat elsewhere on the board. If it were meant that Sauron could cast this on models he as fighting the wording would be something like 'may be cast on a model engaged in close combat with the caster.' There would need to be a specific indication that this spell could break the normal rules for when a model may cast a spell.

Black Dart actually as a very similar line in its description as well about casting on a model engaged in combat. I am not exactly sure what the purposes of that is as not all the direct damage spells have the same wording. Even the wording between Black Dart and Chill Souls in different, though, not in a practical way I would argue.

You cast spells in your movment. If you are engaged, that model does not move. Thus, he cannot cast.

Yeah it's unusual why they have included it in there, I can't see it as an FAQ in the current or previous FAQ's so who knows.

But no, if Sauron is already in combat, he can't cast.

Just means he can kill someone in combat with someone else but it doesn’t override the rule of all spells that they can’t be cast whilst you yourself are in combat
