It doesn't say they do in the DoS updated army list, do you think this is just something they forgot to put in?

well the usual 'protocol' is that new sourcebooks always win over older versions. So yes, currently they are back to 1/3 bows. Not really an issue tbh, I only take bows on my hunter orcs if I have a few points left over.
