You must be confusing the rules with another game. They still have to take a courage test.

the only models in the game that don't need to take courage test are the mumak and models with the fearless rule such as Smaug, the white warg, and Dwalin if you cause terror it just means other models need to courage test to charge you so aside from Smaug and the mumak the answer is no, if you cause terror you still need to CT to charge

Aye, I believe it's in Warhammer Fantasy that models causing Terror ignore that rule from enemies (as do Fear-causing models when faced with others, while Terror counts as Fear to them).
A similar rule in SBG could sometimes make sense, although a Troll should still fear an Elf lord, while the Elf lord, well, he'll pass courage tests 99% of the time anyway.
