I think the best way to use is on a horse to grant more range and protection without being an easy target (he would be on a fellbeast). Place him near the maximum ennemy heroes. If you can play him with another wraith to clear heroes Will really fast.
To counter him I would say you have to sap Will and/or engage him as for any wraith. He doesn't have any Might so he can be heroic moved. You can also spread your heroes but it's quite difficult if he is played right.

If you have high courage models, just foot soldiers not heroes like elves, you should find a way to pierce through enemy line to engage him or hunt him if he is fast and press him somewhere. If you are playing with men you need archery and probably much of luck... If you have a horde of men though you can reinforce the lines where this nazgul is only with infantry and no heroes and so his magic and special rule are almost worthless (don't forget that he is not having aoe spell). Some other models like legolas or eagles are natural nazgul killers so you don't need a tactic.

Dwimmerlaik's effect has a 12" range. If this nazgul is on anything but his feet only, escaping could be very tricky.

But yes, archery is the best answer, at the very least to get rid of his mount.
In evil vs evil, Vrasku is a nightmare to the dwimmerlaik. Since crossbows "only" need 6 to wound him rather than 6/4 or 6/5, Vrasku and his 3 points of might are very dangerous.

Honestly man I have extensive experience with him. He's been on my side or against me in probably a combined 12+ games.

He's not much different.

With him you wanna treat him like every wraith except make sure he's within 12 of enemy heroes more often especially ones need critical areas.

Against him archery of course and heroic combats. But that's again all wraiths.

I've killed him with a few channeled SAP wills before. Wraiths v wraiths.

If you have him take an armored horse.
