So fight 3 used to be the standard warrior level, 2 being unskilled, 4 being elite, and 5 being I am an elf fear me. This is seen in the black dragon upgrade, citadel guard, WOMT, hobbits, and orcs. However, somehow Lake Town Militia know what they are doing... More so than the skilled Gondorian army or Easterlings. The following armies make sense:
Dwarves-They train their whole lives
Corsairs-Gotta be good with no armour, and they raid.
Rangers-Hand picked fighters, train their whole lives
Warriors of Numenor-Renowned, and built an empire
However...
Warriors of Dale-Should split into a fight 3 unit and a fight 4 elite unit.
Militias-Really? A militia fights better than an army?
Warriors of Arnor-Defeats the purpose of spear armed rangers. They also were rushed into service and got bested by orcs.

Fight 4 units with Strength 4 deserve it-strength makes fighting easier. (Mahud) However, I feel like fight 4 gets thrown around a bit much and has become the norm.

I would say fight 4 is pretty prolific and as an orc player it really hurts. But I can also say, as an Elf player, keep em at fight 4 who cares? Maybe a solution could be more situational +1 to fight as opposed to f4 all the time
