Does cirdan of the havens special rule only count if he's in a formation of elves or can it be any allied formation . I guess the same question applies to malbeth .

Looking at the rule book it doesn't say that his special ability is only useable for Elves, so I would say yes his SA would be useable as an ally.

It's like if you Ally Gimli into your Elven army, you can still utilise his Baruk Khazad Special ability.

Malbeth can't leave his formation, so it's a moot point asking which his apply to.
