In the rule book Gandalf the white is under the gondor army section, but in the Gondor in Flames source book, there is no gandalf. Can a gondor player use gandalf the White in his army?

Gandalf the White is in the Fellowship list, and can be allied with any Gondor army, except for the Last Alliance.
