The Lord of the Rings Strategy Battle Game Rulebook says:

In the old Blue Book this rule is open to interpretation. The term "at the same time" could be understood both ways, and the old FAQ does not answer the question either. The newer Hobbit Rulebook however is more specific.
The Hobbit An Unexpected Journey Strategy Battle Game Rulebook says:

Note that a Hero can utilise his Heroic Move and call With Me! without actually moving himself, he is simply goading his Warriors into action.
Applying this clarification, I would understand, means that as a Hero doesn't have to actually move himself at all, his Warriors could move before or after he does, as long as they end their move within 6" of the Hero.
