Balin gets 3 attacks (because of the re-roll) and 2 strikes with +1 to wound. So he gets the best of both-worlds so to speak. He does have 1 less fate but I do not think that re-roll can overstated because it stretches might points further.

It's really simple mathematical analysis + in-game experience shows

Balin > Gimli

Something I just thought about a captain of Numenor, Fight 5 I think is something of a sweat spot in regards to heroic strike, in that you don't pay the points for fight 6, but yur chances of beating are pretty good for just one point of might.
