Hi LOTRguy,

There are a few paints that are essential in any collection:

Chaos Black
Skull White
Bestial Brown
Graveyard Earth
Boltgun Metal
Shining Gold
Dwarf Flesh

After getting these seven, it really comes down to which figures you want to collect that will decide the paints you need. Rohan uses a lot of greens, High Elves tend to have blues, silvers, and golds, Mordor has greys, browns and rusty colours, etc. The GW washes are excellent too, especially the browns and black.

Middle-earth's armies tend to go for natural earthy tones, rather than the garish colours seen on Warhammer models, but it is entirely up to you how you want to paint them of course. And naturally, you're not limited to using GWs paints - I use a range of paints from Vallejo, P3 and GW, with one or two Tamiya colours. Although GW still do the best metallic colours in my opinion.
