this has been bothering me since i started the SBG does GW base all of thier miniatures off of the movies or the books :?

The miniatures that have a movie counterpart are based on the Weta Worskhop designs and sometimes even the actors/actresses. For those that don't have such a precedence, they use book references and try to make them fit in with the existing line (with greater and lesser degrees of success).

They base them on 'both' !

As Jonathan states, all the characters that are available that were in the movie are based on the movie adaptation, however, Miniatures such as Tom Bombadil and the Barrow wights are based on the book etc, etc 8)

They based the miniatures on both, with preference for the movies, but the game is based on the movies.
